Who should have a say when genetic changes can affect others?

Genetic engineering is a broad field, so the first task is to specify the organism, purpose and kind of change. Treatment of one person, heritable changes and environmental applications pose different questions. The questions include consent, access, uncertainty and consequences beyond the immediate decision-maker. Claims about benefits and risks require evidence for the particular application rather than confidence in the field as a whole.
