Where does human responsibility lie when weapons act autonomously?

Weapons that select and engage targets without further human intervention raise questions about predictability, control and accountability. International humanitarian law remains relevant to their use; proposals for additional restrictions are a separate policy question. We can ask who can understand, constrain and stop the use of force, and who answers for harm. Claimed military advantage needs examination alongside risks to people.
