Why can food be available while some people still cannot reliably obtain it?

If someone is hungry or worried about feeding their household, listening should help us understand what practical assistance is needed now. Their immediate need deserves attention alongside discussion of the food system.

Food security concerns dependable access as well as production. We need to consider affordability, distribution, livelihoods, conflict and resilience. Producing more food alone does not resolve every barrier to access. Responsibilities differ between households, producers, businesses and public institutions. A person facing hunger should not be asked to compensate for a system they have little power to influence.
