Who is responsible for effects on ocean life that cross borders?

Ocean life connects places and activities whose effects can cross borders. Food, transport, waste and coastal livelihoods bring different interests and responsibilities into that shared space. Respect for life asks us to consider marine animals and habitats alongside human needs. Evidence about a particular activity and place should guide prevention, protection and repair. Responsibilities need to be clear even when those benefiting are distant from those affected, with institutions able to cooperate, enforce duties and learn from results.
