Who should prevent or remedy pollution when benefits and harms fall on different people?

Pollution can transfer costs from an activity to people and living systems that did not choose it. We can ask what the evidence shows, who controls the source and who can require prevention or remedy. Affected communities need information and a voice. Responsibility should not disappear because damage is spread across places, organisations or time.
