How should water be shared when needs compete?

Water decisions can involve households, farming, industry and ecosystems across a shared catchment. We can ask whose essential needs are protected, who controls access and who bears the effects of extraction or pollution. Allocation cannot be assessed only from one user's position. Local conditions and evidence matter, while power should remain open to scrutiny.
