How should we judge the effects of a trade arrangement?

Trade decisions involve more than the volume or price of goods exchanged. They can affect jobs, access, dependency, working conditions and environmental burdens in different places. The framework asks for evidence about those effects and whose interests shape the terms. People may reasonably weigh affordability, resilience and fairness differently, but the trade-offs should be stated rather than assumed away.
