When does advocacy become unfair access to public power?

People and organisations can bring interests and expertise into public debate. The concern is whether money, connections or concealed influence displace fair scrutiny and public purpose. We can ask who is represented, whose interests are declared and whether others can respond. Legal compliance is relevant but does not by itself settle whether access is fair.
