What makes participation possible for more than the already powerful?

An invitation to participate is not enough when time, language, cost, safety or access keeps people out. We can ask who designs the process and how contributions influence decisions. Individuals can choose where to engage according to capacity. Institutions carry responsibility for making participation meaningful, including explaining what can change and what has already been decided.
