When is monitoring justified, and who monitors those who watch?

Surveillance can serve a stated purpose while creating power over people who cannot see or challenge how information is used. The questions include necessity, evidence of effectiveness, proportionality, retention and independent oversight. Safety and privacy should be considered through a specific proposal, not used as abstract reasons to end discussion. Legal authority does not settle every ethical concern.
