How can responses to political violence protect people without widening injustice?

The term terrorism carries legal and political disputes, so specific acts and harms need to be named. Deliberate violence against civilians cannot be excused by a cause. We can ask how authorities protect people, establish individual responsibility and avoid collective blame. Examining causes can support prevention without excusing perpetrators or treating an entire community as responsible.
