How can migration decisions recognise both people and practical responsibilities?

People move for different reasons and under different legal categories. Migration policy, refugee protection and an individual's personal situation should not be collapsed into one question. We can ask who carries responsibilities for fair procedures, workable reception, services and participation. Host communities' practical needs deserve planning, while newcomers' dignity is not conditional on proving economic usefulness.
