Does equal worth mean treating everyone identically?

Equal human worth does not make people's needs or circumstances identical. The same arrangement may enable one person to participate while excluding another. People reasonably disagree about when fairness requires equal treatment, accommodation, opportunity or redistribution. We can name the difference that matters and explain our decision without ranking people's worth.
